Job Description:
The City is seeking a trustworthy, responsible individual who has outstanding inter-personal skills and who is willing to go the extra mile to provide exceptional customer service. Applicants must have a willingness to work in a team-oriented work environment and have excellent multi-tasking and problem solving skills. Bilingual Spanish skills are a plus. This is responsible dwelling inspection work. This person will, under closely supervised direction, perform technical building inspections to determine and enforce compliance with State, County and City laws, codes and ordinances in relation to building and housing, as well as plumbing, electrical, and mechanical. ESSENTIAL JOB FUNCTIONS • Performs site inspections of the building, alteration and repair of single-family, and duplex structures during the course of construction, as required; • Determines compliance with State, County and City building laws, codes and ordinances , fire and safety restrictions, Building Codes and Energy Codes; • Meets with contractors, developers and property owners to explain and interpret the laws; • Assists with compliance; • Performs site re-inspections and follow up; • Issues deficiency write-ups and violation notices; • Examines building plans for compliance with applicable state and local codes; • Issues building permits; • Reviews, researches and evaluates existing codes and regulations; • Recommends amendments and revisions; • Advises contractors and homeowners of building code requirements; • Collects and analyzes data for departmental reports; • Represents the department on various advisory boards; • Prepares and maintains various departmental records; • Answers telephone inquiries; • Performs other related duties as required. OTHER JOB FUNCTIONS - • Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed Salary Range – $13.94 - $20.27/hr ($29,005.34 - $42,160.07/yr); EXCELLENT benefits (Note: Benefit information is posted on city website at www.eustis.org, or call Human Resources at 352-483-5472). Additional consideration may be given to applicants with more extensive education, training, or experience. Final candidates may be required to pass a drug test and are offered a conditional offer of employment contingent upon satisfactory results of a thorough background check including criminal history, driver’s license check, & medical exam (if applicable). Qualifications:
REQUIREMENTS: Knowledge, Abilities and Skills – Knowledge of the materials and methods used in general building construction, alteration and repair and the building trades; knowledge of national and local building codes, laws and ordinances; knowledge of the legal procedures involved in building inspection. Ability to read and interpret building construction plans/blueprints and specifications; significant ability to meet and work with contractors, developers, property owners; ability to maintain accurate records; ability to express oneself clearly and concisely in verbal and written form; ability to assemble, organize and analyze data and compose written and oral reports; ability to drive a vehicle; ability to remain at a City work shelter, before, during and after a hurricane or other storm or disaster, if asked. Working Hours - Monday through Friday 7:30 a.m. to 4:30 p.m. Minimum Qualifications - High School Diploma or recognized equivalent, valid Florida Driver's license, and one of the following credentials: a. 1 and 2 Family Dwelling Inspector Certification b. 1 and 2 Family Dwelling Inspector - Provisional c. Minimum Qualifications per the DBPR Florida Cross Training (Apprenticeship) Program listed below Applicants who hold a Provisional 1 and 2 Family Dwelling Inspector certification must successfully complete certification exam within one (1) year of hire. Applicants without 1 and 2 Family certification or provisional must meet the qualifications for the DBPR Florida Cross Training (Apprenticeship) Program (below), be willing to satisfy instructional requirements, and successfully complete certification exam for all trades* (building, electrical, mechanical and plumbing) within three (3) years of hire. (300 Hour Program) 468 Inspector with less than 3 years experience as an inspector 2 years as a 663 F.S. Fire Inspector or Plan Reviewer (new construction) 2 years ICC certification working in another state 2 years in construction 2 year degree (construction related) OR (200 Hour Program) Standard 468 License (inspector, plan reviewer, administrator) 3 years as a 468 Inspector (any) Or 3 years as a 663 fire code inspector Applicants already holding a 1 and 2 Family Dwelling Inspector Certification or Provisional will be given preference. * A Residential Combination (One and Two Family Dwelling) Inspector is required to take EACH of the following four exams: Residential Building Inspector, Residential Plumbing Inspector, Residential Mechanical Inspector, and Residential Electrical Inspector. In addition, if are applying through the State of Florida for a Standard Certificate, Florida Principles & Practices exam is required. The State of Florida will ask for experience requirements in EACH category you test in for the Standard Certificate.

May require sitting for long periods; requires frequent walking, standing, climbing, stooping, reaching, bending; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing and speech; working in adverse environmental conditions periodically; regular driving of vehicle.
